Lynn Economic Opportunity, Inc. (LEO), an agency that has been in existence since 1965, believes that it’s mission as the Lynn area’s anti-poverty agency is to alleviate the immediate effects of poverty in the Lynn area while striving to eliminate its root causes, and thereby improve the quality if life for all residents of the Lynn area.

Consistent with the national mission of community action, as expressed in the Equal Opportunity Act of 1964, LEO’s purpose is to stimulate the commitment of public and private resources toward the goal of enabling low-income families and individuals to become self-sufficient. LEO recognizes the necessity of addressing the political and social, as well as economic basis of poverty.

LEO’s role within the community is to:Participate as a provider and advisor in the local planning and coordination of federal, state and other assistance programs.

• Use all available resources to develop new and innovative programs and services.
• Maximize the participation of the low-income community in identifying problems and planning for delivery of services.
• Serve as a catalyst for increasing low-income participation in the decision-making processes of institutions that affect their lives.
• Advocate for the elimination of barriers to self-sufficiency and equal access that exist in organizations and institutions.
